Should US Citizens be allowed to emigrate?

People worry about immigrants coming here to usurp our social resources such as schools and healthcare, and to send money to their country, but has anyone considered that for a citizen to leave with his money, after he has received those benefits is just as costly? The same with social security. Should seniors, American-born or otherwise be allowed to receive it if they live in another country?
