Child Support / custody please help?

If child support is in arrears can the non custodial parent sue for custody? Someone told me that if the parent owes even $1 he can't try to go after me to revise our current custody judgment b/c he has 'disobeyed an executory order'. Sounds reasonable but what do I know, I don't have the funds to consult an atty just need a straight answer. Here in Louisiana if that matters. I have sole custody he has 'reasonable visitation' but he's probably close to 10k behind.
