Dachshund pup with itchy ears + no wax buildup?

so I have been looking stuff up online to help my pup out. I checked inside his ears (no wax buildup), looked for bugs (nothing), and checked for inflammation (to which there is nothing). What is wrong with him? Any ideas? My next thought is maybe an ear wash with dog recommended earwash formula.... Any thoughts?
