Eyeliner gets smudged and smeared through out day?

Whenever I apply my eyeliner, it looks good at first, but then if you give it a few hours it gets all smeared and smudged. Instead of looking like proper eyeliner, I look like I have a black eye. Why is that? What can I do so it stops doing this? I use a retractable pencil eyeliner and sometimes just a normal pencil eyeliner. They always do this. Its like the stuff droops down through the day. How to I stop this?
