What would you write if it was you?

You are a sergeant working at the Metropolitan Police Department. You have just received word from Chief Bernard Stevens that all officers are to keep their notebooks current. There have been problems recently with officers not filling in notebooks right after an incident occurs. This situation has resulted in many offenders not being convicted for lack of evidence and officers’ recall. I want to write the constables of my unit a memo expressing my concerns regarding this situation and informing them of the chief’s thoughts on this matter. How would you write this letter? You could add things up to or just give me some points of what to through in this letter. Again you can make things up.
